Background: When PennDOT and the Federal Highway Administration (FHWA) undertook the building of an eight mile 4-lane limited access highway in Berks County to connect US Route 222 near Reading with the Route 222 Expressway in Lancaster County, the new highway was divided into three independent construction projects totaling $116 million. The Central Section consisting of 2.4 miles of divided highway on new alignment, included signing, pavement marking and delineation, traffic signals, traffic control, off site improvements, erosion control, four (4) bridge structures, four (4) box culverts, five (5) sound barrier walls, landscaping planting, highway lighting, a sanitary sewer relocation, and terrestrial mitigation. JBC provided construction management and construction inspection services for this Central Section.
